increased attack speed (IAS) has different breakpoints, like for example 40%.
So if you only have 39% ias, you wont move to the next frame per attack...

so FPA = frame per attack?

edit>>> can anyone explain to me how this works and how to get it or direct me to a link that will explain to me because for some reason search won't find it for me O_O

It's pretty easy to explain.

Every character has its own breakpoints in Fast Cast/IAS/Faster Hit.

For instance a sorc usually needs 63 faster cast, and can be reached by using a combination of items (shard + 2 fcr items or magefist)

Same goes for IAS, a paladin using zeal/fana needs a certain amount of IAS to reach a certain breakpoint. My Zealer has the fastest attack speed possible with the knout/rune sword.

For attack speed its a little bit more complicated than the FCR, although not by much ;)

Every weapon has its own so-called weaponspeed. The knout for instance has a weaponspeed of -10. This weapon, including the IAS/Speed from Fana/Zeal, needs a total of 40 IAS to reach the 4FPA. (Which is VERY fast believe me ;))

In this instance you would either need 40ias on the weapon itself, or 40IAS from lets say Sigons Gloves/Goldwrap.

It can all be calculated from this site: http://diablo2.ingame.de/tips/calcs/weaponspeed.php
(its in German but decently understandable ;))

Just look up the weapon in the Items DB from diabloii.net, and fill in the weaponspeed for that weapon.
