Making a PvP Windy. Which will prove more beneficial?

2/20/2 or a 3/20/2 circ?

Only thing 2-20 gives you is 10% more life.

3/20/2 is better if you go for the highest damage. 2/20/2 is a more safer route as you get more life. So do you want more damage or do you want to play a bit safer.

Same here, 2 levels of oak, better summons, 3 ele is for dmg only.

Agreed. 2/20/2 anyday, everyday. Better summons for your melee stack when you tele stomp, and more life from oak sage to boot. The damage you get from 1 extra skill level of tornado and hurricane is insignificant.
