Im not getting these IAS tables..

You have to understand three things:
WSM is the base speed of a weapon.
There is a max speed, you cannot get infinitely fast.
There are certain breakpoints you have to achieve before your ias does anything.The table shows you how much ias you need on your equipment to get the maximum attack speed possible, when under the effect of some different levels of fanaticism aura on the faith runeword.

Lets say you rolled a lvl 13 aura faith in a GMB bow: GMB bows has a WSM of 10 as shown here (http://www.battle.net/diablo2exp/items/elite/amazonweapons.shtml). Now just go to the row with lvl 13 fana and WSM 10, the column with strafe and normal/multi shows how much ias you'll need to get the maximum possible attack speed for those skills. You see that you need only 40% ias to get the fastest possible strafe speed and 95% ias if you wish to fire the fastest possible normal/multi/etc.

So even the lowest possible faith in a matriarch bow only needs 50 IAS to hit its highest breakpoint with a normal shot?
