Does summon resist increase skeletal damage?
No, just their ability to withstand elemental damage. Skeletal damage is increased through mastery and raise skeleton only, plus auras from paladins.

Another option to increase your skeleton's damage is to cast the Amplify Damage curse on their targets. Note that the Amplify Damage curse does not increase the damage done by Skeleton Mages.
