The vengeance skill really isn't any use to anyone except the paladin, because he can fully synergize it. However, I think that because of the sorceress' masteries, she can also make use of the skill in a similar manner. Especially if she uses enchant.
I think the build with the most damage a vengeance sorce can do is:
20 enchant
20 fire mastery
20 warmth
20 lightning mastery
20 cold mastery
1 into frozen armor, static field, energy shield, telekinesis, and prerequisites
this adds up to 110 points, I would max cold mastery last.
The sorce would be low on defense, because of the lack of points into energy shield and telekinesis. However, I think that she would be similar to a berserker barb, with her high damage. Berserker barb's def goes down to zero when attacking, but they do insane damage and kill things quickly. Much like how this build should do.
Gear I would consider:
Delerium or Harlequin Crest
Coh
Cleglaw's Pincers or Magnus' Skin
Gores
Nosferatus Coil or Arachnid Mesh
Highlords
Raven frost plus some other ring
As for a merc, I would use a cold aura merc, with infinity.
