Some people say that you need like dex to reach max block shield and others say that you cannot reach max block in classic by investing points into dexterity...who is right?

In classic Dexterity does Jack Diddly SQUAT for block.
To get 75% block get a 30/20 bone and wear Twitch.

Or get max Holy Shield on pala :P
