still confused about assassins ias

hi, i just wanted to first say that this is my first time making an assassin, been playing paladins for a long time and thought i'd change things up.
So, i've been searching the assassin forums and reading the guides for some info on how to build a trap assassin and i think i got it down, but the thing that still troubles me is the ias and the fcr.

this one guide i read says that IAS makes you throw traps down faster, but in the different threads that talk about laying traps down, they say that it all depends on the FCR; so which one is it?

And one more question about the Burst of Speed skill, does it stack up with other IAS items? lets say i maxed out Burst of Speed and i have a bone visage with 45 IAS, will the IAS on the bone visage stack with my Burst of speed when i activate it or will the one with the more IAS take over?

i'd really appreciated if you guys can help me answer these questions.

Trap laying speed is IAS bound.

The IAS from gear does stack with BoS, although you can't directly add them together to know how much IAS you have.

For PvM IAS is not that important though, unless you want to use Fireblast.

Weapon IAS and Skill IAS are different mods. Check the tables stickied in this forum for the combonation that you need for 9 frame trap laying.
