Holy archer!

So my friend wants to get back to D2 after wandering off towards WoW and delusion for a while. His intention is to build an Archer Paladin (yep) and I was wondering if anyone had any kind of tips, ideas etc..

first, should he put a lot of points into dexterity or that won't affect his accuracy at all?
