Ok, I'm a bit new to D2, having just recently started on Bnet after doing single player off and on over the years.
My first character was a fire / summon druid and I can completely understand that a really high FCR is required for that build since the cast timers are ridiculously long. Not having decent gear, I ended up turning him into a gem / rune holder and building a windy druid (which I'm loving at lvl 83 so far).
What I dont understand is FCR for windy druids. I can recast hurricane and spam tornadoes almost as fast as I can click. Why would I need FCR mods? Is there something I'm missing?

Tele mainly. If this is for PvM then FCR isn't as important.

You don't click to spam tornados. You hold the button down. Thus, the more fcr, the more tornadoes you can cast during a given time.
With more FCR the delay between every tornado gets smaller, which leads to more tornadoes spammed over time, which leads to you being a more efficient killing machine.
I will do diddly squad for Hurricane, since it's a timered spell, but for non timered spells like Tornado, at least a small ammount of FCR is really a must.
Also, you can't spam faster by clicking faster. Only FCR will get you over the next limit.
use the "stand still" button (wich is alt by default ... if i remember corectly) and hold the click pressed. You will spawn tornadoes at the max speed your FCR allows

Stand still button, shift; tomātoes, tomătoes.
Using the shift you can even aim tornadoes to the side and at your target, kind of in a sweeping motion back and forth so that even if they do move erratically, they still have chance to hit as your blanketing an area as opposed to creating a single line of tornadoes.
