q : where do vortex shields drop?

(been playing in high lvl areas, but none.. is it rare?)

it can drop at most of the places in hell, pits and act3 (hell) are quicker imo

If you are after white/grey (=only regular monster can drop it) vortex shield, I would only run areas with area level 84 and 85.
They can also drop in lower level areas (81-83), but with much lower chance.
And yes, they are quite rare, because they are from the most top group of items (generally called TC87).
