The most important thing you will want from your sockets are IAS. There is no IAS on the axe itself and that's not cool. I think that the calculator I'm using is on a competing D2 site and I don't think I may link to it. So I guess I'll drop some numbers.

If you're not into numbers/don't know the drill about Frames per attack (FPA) search the forum and you will find some help.

Assuming maxed Frenzy skill.
When looking at some numbers it seems like the 5.5 FPA BP is kinda the slowest you will want. (I think)
Adding 20 IAS: you need 75 IAS from your other gear to reach 5.5 FPA BP (40 for 6 FPA BP
Adding 30 IAS (2*15 IAS jewels): you will need 65 IAS from gear to reach 5.5 FPA BP (30 for 6 FPA BP)
Adding 40 IAS (2*Shael rune): you will need 55 IAS from gear to reach 5.5 FPA BP (20 for 6 FPA BP)
Adding 50 IAS (Shael + 2*15 IAS jewels): you will need 45 IAS from gear to reach 5.5 FPA BP (10 for 6 FPA BP)
Adding 60 IAS (3*Shael rune or 4*IAS) jewel: you will need 35 IAS from gear to reach 5.5 FPA BP (0 for 6 FPA BP), (with 103 IAS from gear you will get to the 5 FPA BP)

Adding more and you will simply follow the pattern probably already seen..

Note that by using jewels you may add other mods aswell. The jewels with mods like enhanced dmg or +max dmg is really expensive, but it's possible to fill other "holes" in your equipment. I'd say, check your expected end game gear and try and see how much IAS it will give you and go from there, the less IAS you need to add, the more other mods can be added, but be sure to get the FPA to 5.5.

clarifying: I've never playd Frenzybarb so I do not know what ASBPs is a normal goal but out of the numbers i'd THINK this is pretty ok.

if you use this weapon in the offhand, and something fast in the primary weapon hand, you can throw in some ed jewels, or things with CB/OW etc...

As Tank just said, if you equip runemaster in off hand, you wont need to add any ias jewels whatsoever.
"I've never playd Frenzybarb so I do not know what ASBPs is a normal goal but out of the numbers i'd THINK this is pretty ok."
That is obvious, and no its not ok.
Borje: If you don't even know what his other weapon will be, how can you possibly know what amount of ias anyway.

My advice would be:

01x Lo Rune for 20% Deadly Strike
01x Ber Rune for 20% Crushing Blow
03x Ohm Rune for 150% Enhanced Damage

But for all that, id rather an edeathz or edeathettin anyday over runemaster.
Ive got a 5s Eth 270% Zodded Runemaster and its sits on mule collecting dust.

he bought it for 10 pgems as i don't think he is very rich, so maybe give him cheaper options? i can't 'cos i've never really used one.

Is your runemaster on-hand or off-hand weapon? If it's off-hand what's your on-hand weapon? And how big is your budget?

If I was in a low budget situation I would try my best to get an Oath axe or non-eth Deathcleaver for on-hand, then socket plain ed jewels (they are cheap) into the runemaster.
