Need help crafting caster amulet

I would like to try my luck crafting caster amulets possibly with 20 fcr, +2 sorc skills, and res.
I did a search and I noticed that while there are many guides for crafting amazon gloves, there isn't a lot of info out there for crafting caster amulets.
I know the basics of crafting, but I have some specific questions I'd like answered
Can someone point me in the right direction?

Find a baal/nih amulet and then the other pieces/recipies/whatever and transmute.

Well, I will be gambling all the amulets that I'll use for the crafts.
I wanted to know what level char is ideal for the task of gambling / crafting.
Are there any disadvantages to having a real high level char do the tasks (say hypothetically, a level 99 char)?

have you read the amazon crafting guides? The idea are the same, only the numbers differ.

I you char is high and so it the amulet, then you'll open up a lot of possible affixes. You don't want this, you only want what you are after. Now here you have a problem. Seen that +2 to skill is alvl 90, and I don't think there a afixes with a higher alvl. You should be lvl 92 to be perfect. This way ever amulet you gamble will be atleast ilvl 88. with you lvl 92 this should end up above 90, opening the possiblity for +2 to skills.

P.S. you might want to check this you self somewhere, though I think it should be correct.
P.P.S. Won't a lvl 99 char result in insanly high lvl req? I would go that way if I were you.

If +2 skill is alvl 90, then shouldnt you need a lvl 93 character at minimum (not 92)?

Yes, if you are going to gamble the ammy to craft you need a character of level 93 or above to ensure you get an ammy of ilevel of 88 or above so that the resulting crafted ammy always has the CHANCE - note that - of getting +2 skills.

Bear in mind you're looking to craft an ammy which has a slim chance of +2 skills AND a perfect fcr roll AND a perfect fcr affix/suffix AND on the sorceress tree. You might find some stuff useful for other chars on the way.
