I got a 30 fr/w circlet, but how do I get three sockets on it? Or is it some prefix or suffix it already has to have?

If you want 3 sockets, it needs the jeweler's or artisan's prefix.

If you socket it with Larzuks socket quest there's a 50/50 chance (for any magical item) to get one or two sockets.

Set/Unique/Rare/Crafted items get one socket from Larzuk
Magical items have a 50/50 chance for one or two sockets.
Grey items get maximum number of sockets allowed by the item (and the ilvl)

Wrong, circlets can get max of 2 sockets.

Only tiara or diadem can spawn with jeweler's prefix.

Yes, magic items has a 50/50 chance of getting 1 or 2 sockets if socketed by Larzuk.
