frw on a gc is fixed at 7frw

I don't think its possible to have all 3 mods on the same GC (if that's what you meant) because magic GCs can only have a prefix and suffix, meaning 2 mods.

I see gcs with 3?Some affixes have more than 2 mods. For example, the prefix "fine" has +max damage and +AR, but is only one prefix. Hence, you can get fine charm of xx, for a combined total of 3 mods. Most affixes only have one mod however.

As above mentioned, some mods prefixes/suffixes come with more than one mod, such as "fine", "sharp" etc. (max/ar)
But in your above mentioned charm, the life and frw are both different suffixes, and can not spawn on the same charm.
Max frw is 7% on gc's.
