zzzackkk, that's only for a WSM [-10] Javelin i.e. Maiden/Ceremonial/Matriarchal Javelin, or Javelin/War Javelin/Hyperion Javelin, or Throwing Spear/Harpoon/Winged Harpoon. Other Javelins have different weapon speeds. For example, if using Demon's Arch, it starts at 14 frames with 30% IAS on a WSM [10] Javelin, you need 70% total IAS to get to 11 frames.

Lies. You need at least some speed when spamming CS/LF into a monster. IAS plays a big role in a PvM Javazon's success. You'll want to at least get to the 11 frame breakpoint if using Titan's (30% IAS), although 10 frames (52% IAS) is better. Andy's Visage w/ IAS Jewel + 20% IAS Gloves/Amulet covers this nice and easily.
