You cannot use the skills in wereform, but you can still get the bonuses.

As far as I know, the only non-werewolf skill that you can use in wereform is Armageddon.

Well you can BC,BO and Shout before shifting and all that enhanced defense from shout, werebear and ironskin will all work when in bear from. Hmm most precast and forget stuff works in wereform like holy shield, fade, venom, bone armor, energy shield, enchant....
