Is there a reason to put points into taunt over double swing?
And why does howl not work half the time? Do i need a higher skill lvl?
Well you don't need double swing if you're going to be using frenzy. Also, taunt lowers enemy damage and chance to hit you, that is a good thing. And it makes it so that you don't have to chase after monsters who run away from you. You can also cast taunt on monsters that revive other monsters. Taunt those creatures will make them stop reviving monsters and walk right up to you to melee you. Very useful skill, this taunt.
As for howl, I believe it is dependent on your character level. Sometimes if your character level isn't high enough, howl won't work. Also, if a monster gets trapped, it will turn around and attack you. Hopefully someone who knows more about howl will explain the mechanics to you.
Edit: Double swing can be useful, I suppose. Some monsters burn away your mana, making it so you can't use frenzy. I believe level 9 double swing requires no mana to use, but I think there are other ways to deal with creatures that burn your mana.
There should be no reason you can't master taunt and then double swing.

The lowered damage and AR are both valid points, but for the rest a one-point taunt works just as well as a twenty-point taunt.
Not sure how much use the lowered damage and AR is going to be though...

Howl doesn't work on monsters whose mlvl is higher than your clvl plus your howl lvl, or something like that. Might be a slight offset somewhere too.
Anyway, the point is it depends on your lvl, skill lvl and monster lvl.
