I duel a lot with my javazon. It is very important to me whether a druid has 163fcr or the lower bp.
My question is how can i tell?
What are the chances that a druid with a pelt will be able to reach 163fcr?
Can i tell from their tele speed?

wiz spike + 35% spirit shield
20% amulet
2 x 10% rings
20% belt
20% gloves
=165 without a pelt

.... so id say the best way to tell if hes at the 163 bp with a pelt is that he'll be using wizard spike

but then again their weapon/helm might can be glitched on

What realm are you on? If you are on West, then you can't tell because of Wizard Spike gloves.

Windy druids only typically aim for the 163 bp against other casters, against a zon who I believe have one of the worst FCR rates there would be no such need for that, right ?
Usually windy druids use 99fcr.

im on east, no wiz gloves here ...that i kno of

well the fast determines if i can jus run up to them and poke while i tank there tornadoes. A cast of 163 discourages this.
