I've been trying to rush myself, I'm just lazy when it comes to act 3.

Rats in the Moor drop the runes.

Get a Targe, transmute with Stamina pot if it's Rare/Magical/Unique to make it white, transmute with x1 ID scroll then x2 ID scroll (makes into Sacred), transmute with Stamina pots/Thawing pots until you get good resists, then use either x4 Keys (if not superior) or x4 Anidote pots (if superior) to socket it to 4.

Boom, 4 soc Sacred Targe. =) If the FCR doesn't get rolled well, transmute shield with a TP Tome and the sockets get emptied and you can roll again.
