I have a quick question regarding the Oath Runeword. . . Do hardpoints in Golem Mastery synergize with its level 17 Iron Golem charges?

I have a quick question regarding the Oath Runeword. . . Do hardpoints in Golem Mastery synergize with its level 17 Iron Golem charges?
Yes, hard points will synergize all CtCs and Charges, including the Iron Golem on Oath.
Just remember that, unless you have a hard point in the Iron Golem skill, then Golems made with Oath will not persist from game to game. Also, even if you do have a hard point in Iron Golem, when you join a new game the golem will be recast at your current skill level (meaning if you only have a slvl 1 Iron Golem, when you join a new game Oath's slvl 17 Iron Golem will become a slvl 1 Iron Golem). As a result, the Iron Golem on Oath isn't really that handy of a charge to synergize, since if you're a Necro you might as well just cast it yourself.

What happens if I am not using a necro? At what level would the Iron Golem be re-cast at 17 or 1?
Additionally, in a melee application using Oath is there any benefit to putting hardpoints into Bone Spirit (in addition to it's synergies), or should I leave it at 0 and let the CTC level 20 do all of the work?

If you're not a Necro, then when you join a new game the golem is summoned at your current level of the skill. Since non-Necros always have 0 points in Iron Golem, then when they enter a new game, they get a slvl 0 Iron Golem. In other words, it doesn't stick around from game to game. It poofs, vanishes, disappears forever.
As for the ctc Bone Spirit... putting hard points into Bone Spirit will not do anything to the Bone Spirit Proc on Oath. Oath will deal the same damage whether you have 0 points in Bone Spirit or 20 points in Bone Spirit. Unless you're planning on actually casting the spirit yourself, you're better off restricting all of your points to Teeth/Spear/Wall/Prison.
