So say I had a "Hit causes monster to flee 50%" and I had a weapon giving 25%
Would it calculate 75% every hit? or would it calculate 50% then again 25% separately

HCMTF from different sources stack. If you wear Face of Horror (50% HCMTF), Rattlecage (40% HCMTF), and a 10% HCMTF Hit Power Amulet, then you'd have 100% HCMTF (meaning all non-champ/boss/unique/special monsters would flee when hit).
I am absolutely positive about this. I have built an entire build around 100% HCMTF.
