Hey,
Is a shield blocking% capped at 75%? So for example if I'm using a sacred targe (base 60% blocking) and I activate a level 3 holy shield (adds 20% blocking), will the shield's chance to block be 75% or will it be 80%?

The blocking chance shown on shields is the base blocking chance. Holy shield and equipment bonuses add to it. The base blocking chance isn't capped, but it is modified like this:

blocking=baseblocking*(dex-15)/(2*charlevel)

So its possible to even have a baseblocking of over 100%? Like if you were using a HOZ (82%) and activated a level 3 holy shield, you would have a baseblocking of 102% and at lvl 20 the baseblocking is 117%?

Taken from Fact & Formulae Archive (Dracoy & Co) - this is stickied at the statistics forums ^^

Example: A lvl85 Paladin with 100 Dex, Guardian Angel(20%), lvl20 Holy Shield (35%) and a Herald of Zakarum(82%).

Total Blocking = [(Blocking * (Dexterity - 15)) / (Character Level * 2)]
= (20 + 35 + 82 * (100 - 15)) / (85 * 2)
= (20 + 35 + 82 * (85)) / (85 * 2)
= (20 + 35 + 82 * (85)) / 170
= (20 + 35 + 82 * (85)) / 170
= (137 * 85) / 170
= 11645 / 170
= 68.5
= 68% Chance to Block

So ya base blocking i.e 'Blocking' in the first bracketed expression could be over 100 but the key thing is how much dex you have to pump to acheive a certain % total block? Max block is capped at 75% so if you want to know how much dex you have to pump in for max block simply set 'Total Blocking' to 75% and solve for dex in the above equation and change values according to type of shield and other blocking bonuses :tongue:

The base blocking chance is just an intermediate number used to calculate the final blocking chance. It's irrelevant for other considerations. Even with good base blocking you need a lot of dex to have 75% blocking at high levels.
