does cb work on act1 mercs?

Yes, just note that the CB damage will be cut since it's a ranged attack (CB damage with ranged attacks is halved, if I remember correctly).

Instead of 1/4 monster life taken per hit, it's 1/10.

It should be 1/8, for ranged attack and normal monsters.
