Sorry about posting in both this and the sorc forum, right after I posted, I realized here would be a better place to ask this question.
Is it possible on a rare circlet to have +2 sorceress skill levels as well as +2 lightning skill levels.
Also, how many staffmods are possible on an orb, isn't it 3 that can have up to +3 to a certain skill? Staffmods can be on an orb at the same time as life and mana. For example, could there be a magic orb that has +3 lightning skills, 20 fcr, +60 to life, +80 to mana, +3 nova, +3 lightning, +3 lightning mastery?

I can answer you this: No, either it's +2 sorc or 2 to lightning (as an example). They are in the same prefix group.

No, +Class and +Tree skills cannot coexist on the same item (neither can two different +Class skills, or two different +Tree skills).
As for staffmods... you are correct, you can have up to 3 staffmods, each of which can spawn with up to +3 to that specific skill.
+Life and +Mana on Sorceress orbs are not Staffmods, they are *AUTOMODS*, which are handled differently. The biggest difference, of course, is that automods are automatic- you can find orbs without +skills, but you will never find an orb without +life or +mana, just like you'll never find a Pally Shield without resists or ED. Those mods are "automatic", and do not count towards the 3-staffmod limit. I believe that Sorceress Orbs are the only items that spawn with both staffmods *AND* automods (well, unless you count the +50% Damage to Undead automod on staves, wands, and scepters).
Your hypothetical orb is impossible to spawn, since Automods on orbs are an either/or proposition- you get EITHER the +Life, OR the +Mana. I don't know if the other aspects are all capable of spawning, though- for instance, you can't spawn staffmods more than 3 tiers apart, but I'm pretty sure that Nova and Lightning Mastery are close enough to spawn at the same time. I also don't know if you can get a weapon capable of getting +3 Tree *AND* a tier-3 staffmod (the site I usually use to check that data is down). You have the basic idea right, though.
An interesting thing about automods is that they don't count as an affix, so you can spawn +Mana as an automod, and then roll +Mana as an affix for an even BIGGER +mana boost. This is why crafted items are so desireable- for instance, the 1-10% FCR on a Caster Amulet is an automod, which means you can get the +1-10% FCR from a caster recipe *AND* an additional +10% FCR from the "of the apprentice" affix, giving a max possible of 20% FCR- best achievable on an amulet.

What is the best level for crafting these items. I've been searching to buy one, but the best I was able to get is a 2/15. Now I'm thinking about crafting them instead.

Now I'm thinking about crafting them instead.If you're looking for the amulet to have +2 skills (and you should be), then gamble and craft the same amulet with a clvl 93+ character. If you want more info on crafting, a quick search of the statistics forum should pop up a couple guides.
