K my question here is im looking to find myself a nice artisans circlet/tiara/ of the whale,stability, or speed are any of these set ups possible? if so what or how can i figure out the level they are so i know where to look for them or how to gamble for them (thinking gambling may be easier path to find it) thanks alot
Yes, it is possible to get an Artisan's Circlet/Tiara/Coronet/Diadem of the Whale/Stability/Speed. It'll only be magical of course.
The alvl requirements for these affixes are:
of the Whale (alvl 50)
of Stability (alvl 18)
of Speed (alvl 37)
Artisan's (alvl 33)
Jeweler's (alvl 55)
The reason I included the Jeweler's is due to 2 reasons:
- The Jeweler's prefix will still give you 3 socketed on a circlet/tiara/coronet/diadem
- The Jeweler's prefix is only 5 alvl's higher than "of the whale", so if you're going to allow the item to be of sufficient ilvl to get the "of the whale" suffix, it wouldn't hurt to go a little further to allow for the Jeweler's prefix (it'll increase the odds of you getting you're 3 socketted circlet).
Out of the 4 above mentioned helm types, only the circlet requires some calculation on it's ilvl to ensure that it reaches the required alvls:
Circlet: ilvl 52 will give it an alvl of 55. An ilvl of 47 would give it an alvl of 50 if you wish to ignore the Jeweler's prefix.
A Coronent, Tiara and Diadem will always have an alvl high enough to meet those reqs, regardless of ilvl.
The ilvl of a gambled item is randomly between clvl-5 and clvl+4. This means that you would need to gamble with a character who's level at least 60 (or 55, if you don't care about the Jeweler's prefix) to ensure that you always meet that ilvl req.

If you want 3os, you should *ALWAYS* gamble coronets. If you gamble circlets, you will always get circlets. The only way to get Diadems or Tiaras (and therefore get 3os) is to gamble Coronets.

Another suffix I think is worthwhile to look out for is "'of Life Everlasting'. Since it has only alvl=45, itīs not a problem.

This is true, I'd far prefer a perfect Artisan's Tiara of Life Everlasting to a perfect Artisan's Tiara of the Whale.
I'm afraid 'of stability' doesn't apply to circlets. You can only get circlets 'of balance' (10% FHR). Not very worth IMHO. Circlets with suffixes like 'of the whale', 'of speed' as mentioned and 'of the magus' just to name a few seem much better. My dream tiara/diadem would be an 'artisans/jewellers of luck'. Up to 110% MF if socketed the right way (the most you can get from the head slot)!

Yes, circlets and coronets can only have two sockets, Artisan's and Jeweler's are still better for them than Mechanic's, as Mechanic's adds just one socket half of the time.

To be honest, I think anything is better than "mechanic's" on magicals, since you could just take any magical item to Larzuk and get an "auto-mechanic's" mod added for free, and it wouldn't cost a suffix to do it.

Worth noting: An Artisan's Tiara of Speed is worth as much as 2000 high runes on US West, there others are considerably less valuable. Just something to keep in mind, if you lay hands on one you can either keep it or finance a couple complete characters.
