Try lvl 85 areas such as WSK, Pits, Chaos Sanc, etc. Don't expect them to drop all over the place though.

Yes, it is possible for them to spawn with resists.

All white/grey paladin shields come with either % all res or ed%/ar mod.

Try to run with zero MF too so the chances of dropping uniques and rares is less and thus the chance of getting a white item such as a vortex is better.

what about making a spirit out of a magical royal shield ?

cause i found a nice one with base 67 rez

if you search res, put in four um's or perfect res. Should put you up with extra 88 or 76 res.
Though is it worth it. Can't you better put PDR in there? Or extra block?
