There is no "max" fcr but there is a total amount that's possible and there's the break points.

FCR Needed 0% 8% 16% 24% 42% 65% 102% 174%

The total amount that's possible would be:

Wizard Spike
Spirit Shield
Viper Magi
.08 Valk / 20% FCR Circlet
20% FCR Amulet
10% FCR Ring
10% FCR Ring
Magefist
Arachnid's Mesh

215 with circlet and 225 with .08 Valk. However, anything after 174% for an Assasin does nothing more for their cast rate. Stick with 65/102/174 depending on your playing style.
