If i put a Jah in my windforce will it ITD therefore negating my need for AR?

yes you will ITD of regular monsters but champs/uniques/act bosses/pvp will be unaffected so you still need ar against these

Even still, a 40/15 or Shael will be better than a Jah rune, Bowazons generally don't have any AR issues, since most/all Bowazons have 300+ Dex anyway. You want to get as much speed out of the Windforce as possible.

ITD doesn't necessarily grant you 95% chance to hit all enemies either, there's still the factor of level difference. If you're 20 levels lower than a monster, you probably wont have a 95% chance to hit, even with ITD.
