-Req affect lvl reqs?

Do -req mods, say from Hel or jewels lower the level requirement on the item as well? Or just the stat requirements?

It will only lower the strength and dexterity requirements. Level requirement stays the same.

lol nope, although that would be pretty cool. I wanted to see if there was anyway to cut the wizspike lvl reqs.
