Does the chance of block reduce the chances to cast spell when struck? Like if I have 75%chance to block, is my chances to cast spell lower than if I had 20%chance to block?

Yes, it effectively lowers the chance of the spells being cast, because you are being hit less often. Same thing happens if you have a high defense, you're not going to be hit as often on average, so the spell will not cast as often.
