cow level?

i tried to open cow level portal, but it would not let me.....

Do i need to be certain lvl or in correct town?

You need:
1. To be in Act 1 town.
2. You need to have killed Baal in that difficulty
3. You need Wirt's leg and TP tome in the cube.
4. You must not have killed the Cow King in that difficulty before.
