Is rabies still worth using without the bugs, if I maxed P.Creeper as well? In conjunction with fury ofc.

Rabies is useful in pvp, but crap in pvm. If you want to use it, you'd better max p.creeper, which means you need 40 points extra instead of 20 when adding rabies to your druid.
Usually, people go for one point into werewolf, and max psncreeper.
Rabies is basically an underpowered Plague Javelin. It'll kill, but not great. The biggest problem with it is that most enemies with high Physical Resists (i.e. the ones you want to use your secondary attack against) also have high Poison Resists (which puts a damper on Rabies). Plus its damage rate is very low compared to the other end-game poison skills (Poison Explosion, Poison Nova, Plague Javelin).
Personally, I've recently been leaning more towards Fireclaws as a secondary attack for a Fury Wolf. With 40 skill points assigned and no +skills, Rabies will deal about 400 damage per second, while Fireclaws will deal about 1350 damage per SWING (since you can easily get 3 swings per second, that's up to 4,000 damage per second). Rabies would need to infect 10 monsters each time to get that kind of damage efficiency... and even then Fireclaws would beat it out, since it's better to kill one monster than damage 10.
The one nice advantage to Rabies is that it shares an animation with Hunger, which happens to be the fastest base animation in the game. It's possible to get Rabies even faster than Fury, which makes a 1-point Rabies a good tool for taking out FIs (when you pair it with CB, of course) on a Fireclaw Wolf (although why you'd make a Fireclaw Wolf instead of a Fireclaw Bear is beyond me).
Though (Now I turn it back to pvp again) rabies is invalueable from time to time. Nothing is better versus opponents like es sorcs, since it passes the es. One hit is often enough.
Versus minion stackers, it can also be helpful since you can infect minions, they teleport, get infected and voila.
But true, high psn res isn't that hard to get. Using sandstorms gives a hefty boost.
If anything rabies is a way to slowy drain char's hp such a high hp pd res wind druid , infect him and it forces his summon wolves to die off quickly and for that short amount of time he is left open for attack and is forced to play defensive while his hp is slowy draining or go offensive with no minions.
That may or may not kill an ele druid since some have high hp and pd res , heck might not even take off a qaurter of there hp but at least it knocks out there summons leavin em open for fury.
Most of time rabies wont 1 hit kill but it does help a little bit in some situations like lorven said.

Also, in PvM Poison Creeper is haxxor :). Been building my Blue Dueling Wolf and I'll never make fun of it again.
Well seeing as I'm pretty much done with skills at level 60 ish for fury etc, I was thinking of rabies / Poison Creeper, even if it's just to counter the regen/heal of monsters in hell, would it work? Not really after a killer, more than anything I just love how rabies works :P

It'll work. Like I said, Fire Claws will probably be better, but Rabies is still fully viable, and if you like the way it works, then by all means use Rabies. It's more important to make the most fun character possible than it is to make the best character possible.
