Computers won't connect

I searched but I couldn't find this.

My brother and I have been trying to play D2 with direct Ip and I can connnect to his computer but he can't connect to mine. I have turned off all firewalls, (router, Norton, Windows), and I am giving him my public Ip not my private one and it still doesn't work! It might seem like it isn't a problem but my character is a lowre level and he wants to help me with quests. Also he is playing a necro right now and his comp sucks so the lag is amazing. It mkaes it completely umplayable for me.

We were wondering if because he has winows 98 it doesn't connect to XP so I tried running D2 in compatability mode but that doesn't work either.

The specs for our computers are:

His:
Pentium 3 500 mhz
384 mb RAM I think
a 8 mb radeon graphics card (I don't know which model)
Windows 98
It is 6 or 7 years old and it runs D2 fine on 2d settings

Mine:
1.86 Ghz pentium m
512 mb RAM
128 mb Nvidia 6300
Windows XP
It is one year old and obviously runs D2 perfectly

We both have Cable internet.

Does anyone know what the problem could be?

I was going to delete this thread but I can't figure out how. (Sorry, new to this forum). If someone could tell me or a mode could do it for me that would be very helpful.
