is there a cap to slow? I was thinking of building a dueler with a tone of slow items, to grief some of the people that wreck my lld games. Maybe a barb duel wielding crainte vomirs (35%each), blackhorn (20%), cleg gloves (25%). Would this work? Just wanted to see if there was a cap to slow in pvp before I did it. Any other gear suggestions would be helpful.

Yes I believe the cap is either 50% or 75%, not sure which one.

It's capped at 50% since 1.10 IIRC

so maybe some type of pally with holy freeze would be better than a barb? 50%slow from items+ cold damage+ HF... wonder if I could hurt them enough for them to leave the game... this is HC btw. Any mid lvl builds for a pally that could put out enough damage to kill with all the above requirments?
You would be better off with a necromancer that uses Decrepify, a Doom, a Clay Golem and that would be enough I think. For the actual attack you could use Bone Spells because they do not need a curse for their attack, and they usually use a Clay Golem and Decrepify by default. You would just need to settle for 75% FCR or use no blocking.
Also, getting Decrepify from weapons is pretty difficult:
Spellsteel, 30* lvl 3 Decrepify Charges
Executioner's Justice, 50% chance to cast lvl 6 Decrepify When you kill and Enemy (which is useless)
Reaper's Toll, 33% chance to cast lvl 1 Decrepify on Striking
The Fetid Sprinkler, 5% chance to cast lvl 1 Decrepify on Striking
Ume's Lament, +2 Decrepify (Necromancer only)
So, you have 3 choices: a two-handed axe, a polearm and a scepter
Using a two-handed axe will make it so that you have no DR% and will be slain by melee's. Of course you can use stuff like CoA, but you will still be dead with no block. Or you could just play uber-defensively, but then you cannot kill them unless you are a caster. And if you are, you will lack FCR.
Using a Two-handed polearm might be nice, but the only attacks considerable would be Whirlwind and Charge. CtCs do not proc during Whirlwind, and Charge is one of the worse PvP melee attacks.
Once in twenty is a bit too low to be considerable to be used to proc decrepify.
So here you are, you are pretty much stuck to a necromancer.
Uhm. He says he wants to build one for people who wreck his lld games. So he pretty much isnt stuck with a necro :) the choices you gave him are to high.
Anyways chilling them only helps if they dont have CBF.
I think holyfreeze goes over that though. The taurs in a5 cant be frozen by any cold attack besides holyfreeze. So yes a holyfreeze zealot would be your best choice.
