Fury Feral Claws + Chaos Runics.
I'm a bit confused with the IAS tables and not sure if the Weapon Speed Calculator is correct, I have checked them out, so I need solid answers on this :)

With 15IAS on your other gear, you will achieve 9 frame traps with that setup.

Find the table (stickied) for 9-frame traps.

Average the base speeds for WSM = -25

If using Fade, use the level 0 Burst of Speed row (just under the WSM).

That requries 52 IAS. 40 is from the Fury. That leaves 15 more to hit top speed. The IAS from your secondary claw doesn't count. (Equip the Fury over the gloves to make sure you get the right IAS counted.)
