Can socketed items be upgraded? I have a 4os exceptional pally shield with bonus resists. Can this be upgraded using a cube recipe? if so will the sockets change or the base resists?

Nope. Only uniques and rares can be upgraded.

Unfortunately, you can only upgrade rares & uniques
