What is the minimum area level I should be looking in for a scared rondache with high base resists?

I've been in cows for a while, which is 81, should I be running ancient tunnels instead?

You probably want a sacred targe (better blocking), but it doesn't matter that much. Both drop rather early in hell mode, but the chances get bad before the Outer Cloister. Everywhere from there on, the chance for a regular monster to drop one is about 1 in 20,000. I suggest to visit crowded areas like the Flayer Jungle and cows, but L85 areas are just as good and a lot of other good stuff drops there as well, of course.

does the area lvl effect the base resists on them?

Yes, it needs an ilvl of 50 to produce one with up to 45 res, but all of hell mode is higher than that.
