pierce question, and pvp question

if im wearing razortail (i think thats its), the belt that has piercing, do i need to put any point into the skill piercing?

Also, i cant find any guides for a good guided arrow pvp zon, any help?

Yes you will.

The belt only gives you 33% chance to Pierce so you'll need about 9 points in pierce if you intend to get it up to 100% chance.
