confused about druid fhr in 1.09 patch

I keep seeing guides that list druid shifted fhr as having 48% and 125% breakpoints. even some on the dii.net strategy compendium, like garbad's shaman druid. The dragoon calculator lists it differently.

The FHR bp changed in 1.10;

Werewolves are 0%(7) 9%(6) 20%(5) 42%(4) 86%(3) 280%(2) [numbers in brackets are HR frames]

Werebears are 0%(13) 5%(12) 10%(11) 16%(10) 24%(9) 37%(8) 54%(7) 86%(6) 152%(5) 360%(4)
