IAS breakpoints

So, I tried searching around. I looked at the statistics and formula link. I still don't see the IAS breakpoints. I'm trying to create my 1 pt smiters and I'm just curious what the breakpoints are and if I should get a 15% IAS jewel or anything if it will push me over to a better breakpoint.
