Holy Freeze Smiter

I was just thinking about making a smiter and maxing holy freeze. It would be pretty bad manner in duels but would it beable to slow people down effectivly with a maxed Hf?
For the weapon im thinking about using a grief pb so that I can attack at a fast speed without fanat.
Would this build work in duels or would it just be a crappy build for that?

I can tell you Europe there are alot of smiters with,
Maxed: Smite, Fanaticism, HS. Then they dump the remaining points into HF as you mentioned. It's quite common and works great for overall pvp, I meet a smiter who utilized 35% slow + kb and lvl 20 HF, I ww'ed backwards but I was still able to pull the most wins, as a bvc. Versus other classes dependent on off-hand ias, will simply become next to useless.
