Ok, I've asked before only I'm asking diffrently. I'm doing one of the two following builds for a HC clan leader build, starting fresh with no items.
VIT ORB SORC w/added Enchant:
Stats
Your stat points will be distributed as follows:
STR - As low as possible, preferably base. Aim for 156 after items.
DEX - Either enough for 50% with the shield of your choice or base
VIT - All remaining points, preferably all.
ENE - Base
You want to hit 156STR total (preferably right on the dot if you planned
out your Sorceress correctly) after your gear and charms. You should never
need add any points past 100STR. Getting that extra 56STR is easy for any
one at any point of time.
For DEX, ideally you would leave this at base (don't touch it at all).
However, if you wish to have blocking availible to you, either put enough
DEX into here to achieve either 50% or 75% (your choice) chance to block.
Don't forget to take in +DEX from your gear while you put points in DEX.
Use the following equation to determine how much DEX you need to achieve
after equipment/charm bonuses to achieve either 50% or 75% block at your
current/future level. As a side note, if your are using a Spirit Monarch,
I highly suggest you stray away from DEX as achieve even 50% will require
a large chunk of stat points, resulting in a big dent in life.
(TotalBlockingOnGear * (TotalDexterity - 15)) / (CharacterLevel * 2)
VIT is your main stat. Ideally, you will put every last one of your points
into this attribute. However, that can be pricey for various people, so do
not feel inferior just because you don't have 400+ total VIT. Of course,
VIT would be lower if you used points for blocking.
ENE is not needed for our build. In your early levels, you will probably
end up chugging Mana potions quite often. Don't be tempted to put a single
point in here; your Mana-based problems will resolve itself near your
Sorceress' completion.

You will have many extra skill points after you finish this build.
You may put these wherever you feel fit; max Warmth for more Mana
Regeneration, put points into Teleport to bring its Mana cost down
to 1 Mana, max Enchant and put remaining points into Warmth for
team support, max Thunderstorm and Lightning Mastery, etc. It's up
to you where you wish to place these. Since this is a
Vitality-based guide, you will not power up Telekinesis past 1
point or touch Energy Shield, as that strays away from our initial
intention, to create a Vitality-based Cold Sorceress.
Equipment
Here are quite a few different equipment setups you can use on your Cold
Sorceress. I'll list the major ones for each slot below, along with a set
of goals your Vitality Cold Sorceress should strive for. Mix and match any
of the following items, just as long as it hits your main goals. After the
list of item choices, I've put together some example setups you can use.
These setups are mainly intended to be examples of what you could put
together from the list below.
Vitality Cold Sorceress - Main Goals
1) 63FCR or 105FCR
2) 86FHR
3) Non-Negative Resistances
4) At least +20 to Cold Spells
5) 50% or 75% Block if you decided to use block
Vitality Cold Sorceress - Other Goals
1) Maxed Resistances
2) As much +Cold Damage% as you can bring in
3) 43% or 50% total Damage Reduction
or
Sidewinder Zon
II. Stat Placement
They are pretty standard PvP character stats.
Strength- Just enough to equip all of your gear
Dexterity- Enough for max block
Vitality- Everything you can spare
Energy- None
III. Skill Placement
There are basically two subvariants to a Sidewinder: Lightning Based and Poison Based. There are pros and cons regarding each. The Lightning Based is usually regarded as more dangerous to melee characters and the Poison is a more all-purpose build. Unless you have a way of powering up Plague/Poison Javelin (4 Facet Armor, Bramble, etc), I would suggest the Poison-Based variant as its P Javelin skills don’t need powered as they have more raw points.

Your +skill items will boost those passive skills to a semi-respectable level. I chose not to add more than 1 point into Dodge, Evade, and Avoid because the returns are so terrible at higher levels. 1 point in each and boosted by +skills has worked fine for me. You will have no need for attack rating or piercing so points in Penetrate and Pierce are not advisable.
Guided Arrow
Some choose not to place a point here, but if you take that route then you’ve just limited your bow options to two: The Widowmaker or Magewrath. Both give benefits to Guided Arrow which should be the only arrow you ever fire.
