Two Simple Questions

Hi all. I have two simple questions for u.


Some runeword item have various stat. Is it totally random or clvl based? Does it make a difference where I make a runeword (hellnormal)?
Many melee characters use LoH for the IAS. Would it be better to use Mangun's Skin (plus 100 AR other than 20% IAS)?

1. The roll a runeword gets when you make it is completely random
2. They also use LoH for the huge damage boost to demons and hefty fire resists. The AR from Magnus' Skin can be gotten elsewhere (charms, Angelics, Ravenfrosts, etc.).
