Crafting +2 amulets

Is it possible? What level a char would have to be?

1) Yes.
2) Assuming you gamble the amulet(s) you're going to craft with the same character, you'd need to be at least clvl 94 to guarantee that the +2 mod is spawnable, but it's possible to do it at slightly lower clvls (IIRC).

The +2 mod has an ilvl of 90.
When crafting, the new ilvl is calculated by (all values rounded down):
new ilvl = clvl/2+ilvl/2
When gambling, the ilvl of the item = clvl (-5 to +4)

So to get +2 mods easily, you can do the following:
a) Gamble ammys with an clvl93 char or higher and use this char for crafting.
You will get at least 93/2+88/2=46+44=90

If you do not want to wait until clvl93, you can do the following when reaching clvl90:
b) Ask a friendly clvl95 or higher player to gamble ammys for you, you can do the crafting.
You will get at least 90/2+90/2=45+45=90
c) Gamble ammys for yourself, keep magic ammys with the +2 mod (they are at least ilvl90), you can do the crafting.
You will get at least 90/2+90/2=45+45=90

Using method a) or b) you can use all ammys for crafting.
Method c) is more expensive and needs more time because you will have to sell/throw away a lot of non +2 ammys.

Thanks for the explanation, but lemme ask something I didn't understand yet. Is the ilvl always related to its mods? I always thought it was that way but then I see some people talking about items got form lvl 85 areas always being of that level. If I get an amulet of Hell Diablo or Baal will it always have the same level as them independent of the mods?

item level and required level to use has nothing whatsoever to do with each other.

Items found from monsters: Ilvl = Monsterlvl, Rlvl (requirement) = the highest of either the base item or the affix with the highest requirement.

For items shopped, gambled, imbued, cubed or crafted there are certain formulae, which you will find by a quick search on these forums
