Obviously you can't block if you dual wield, so should I put anything in dex other than to meet any requirements? Or is it strictly just enough str/dex for gear and pump vit for WW barbs?

Nope, you've got it. Just enough dex either for blocking, or to equip your gear. Otherwise, it's a pointless stat for a barb.
