Crafted Safety Ammy block works?

on the craft section it lists an ammy that has 1~10% increased chance of blocking in the arreat summit. Does this add directly to your block chance? (would it make your 50% block to 60%?) or does it suffer penalty, which I assume? (so like 50 to 55 even if it was 10 on the ammy itself).

I have never seen a crafted such amulet so people must not prefer it, but if it does add block chance directly I could use one and frankly think it would be quite a godly mod to have on a jewerly.

Total Blocking = [(Blocking * (Dexterity - 15)) / (Character Level * 2)]

Blocking = A total of the Blocking on all of your items. (E.g: Guardian Angel, Twitchthroe, Any Shield, Holy Shield)
[] = Round Down

It adds to shield blocking just like Holy Shield and Guardian Angel and other items with that mod. No, it doesn't add to total blocking.

The only "block penalty" I've ever heard of is that your chance to block is cut to 1/3 it's normal chance when running.
