Well, this actually differs of the individual. 33x 32020s add about 120 extra PvP damage, which is not much. However, 33x 20/36s add about 2.6k AR, which is not that much of a difference.

Personally I think a balance between 32020s, ar/life scs, life/mana and life/resistance scs would get you the best results. Of course 4x fhr scs anni and torch. Enough 32020s and 20/36s for a decent AR (10-11k with pub setup), 5-10 20/17s, rest 20/resistances to stack resistances. However, some people do not see any of these necessary and just go with 33x 32020s. 5x 20/17s, 5x 20/5s, 12x 20/36s, 11x 32020s seems pretty balanced to me. Results in about 500 mana with Angelics, 700 mana with Ravens, 900 mana with fcr rings, 25 more all res than 33x 32020s, at a cost of only 223 AR and 80 PvP average damage. Looks like a good trade to me. Here you can now replace the 20/5s with 20/11s to stack foh, or replace both the 5x 20/5s and 5x 20/17s with 20/11s to get up to 110 stacked resistances.

Well, then I'd go with something like this:

4x 5/5s
2x 70/15s

That leaves us with 31 spaces.
12x 20/36s
11x32020s

This leaves you with 8 spots, that you can fill with 20/5s. That's a nice total of this:
24 less life than 33x 32020s (can be ignored)
40 less AR (can be ignored)
334 more mana (meaning 600 with angelics, 800 with ravens, 1k with fcr rings)
40 more all resistances.
80 less damage than 33x32020s

All these numbers are after bonuses (ed, str, bo, +ar%)

Also, now you can stack enough resistances versus fohadins by doing this:
swap 8x 20/5s for 20/11s
swap 4x 5/5s for 5/11s,

This results in 132 Lightning resistances, from charms. With 30 from torch+anni, 30 from CoA, 35 from highlord's, 60 from natural resistances, you got 287 LR with pub setup. That leaves you with -13 LR versus fohers with foh scepter and Griffon's. However, you can prebuff with fade from treachery. Then you are at 47 LR. With 40 LR from boots, you're not at 87 LR, without Anya quests. That's by far enough versus Fohadins. Now you can swap your Arachnid's for a Tgod's and have 85% LR, other items are that of pubsetup.

I myself would _really_ love to have such a flexible charms setup. You will never need Kiras or any LR stack, just the 12x charms. Or you can use those by default and have lots of extra inventory space. Note that you can also swap these charms for 20/11s (cold) if you find yourself needing to stack cold resistances.

27x32020s will be at about 9800 AR.

If you really see no use in stacking resistances, use 2x-3x 70/15s, or 5-10x 20/17s, 4x fhr/allres scs, rest 32020x to be simple. This is good for high AR, high mana, high life, enough FHR. You really do not want to end up teleporting a lot with the pub setup if you lack mana. With 5x 20/17s you will end up with about 700 mana with pub setup.

Yeah, seems pretty steady to me. However, you might consider to swap those LR/Life scs for life/mana scs for pub games, due to the fact that you will rarely meet any fohers.

You should make that into 2. 70 * 2.39 =167, so it only adds 170 mana. with 2 however, it adds 334 mana. 170 mana is less than 10 teleports.
