+fire damage jewels and Enchant

My new enchantress made act2 (lvl18) tonight and picked up a +3 enchant staff from Drogan for am early game pre-buff. The thing is, the staff also has 2 open sockets...

If I add jewels with +fire damage to this staff, will it make a difference in my enchant damage when I switch back to my normal weapon?

If I remember correctly, the +skill damage will affect the first part (casting) but not the second part since you're not swinging it to deal the damage. The latter also holds true for the -enemy resistance, and two fire Facets in a short staff seems such a waste, as well.
