Why can't I kill other players on multiplayer?(is it because i am only level 8?)

You need to be at least level 9 in order to hostile anyone or have anyone hostile you.

I am level 9 and I can't hostile anyone.

Whoever you're trying to hostile must also be at least level 9. Furthermore, you must be in town before you can declare hostility.

Press "P" to access the party screen. There should be a small button that lets you declare hostility.
