Does the order at which you place your stats point effect damage?

Im making a lightning sorc and i put 20 into a lightning and now im working on chain lightning. Will i lose damage for not putting poitns into charged bolt first?

Lightning
CL
Mastery
Charged Bolt
Rest Nova


You can switch around the CL and Master y if you want too. I just didi it this way after saving 80 skill points.
